School Loan Debt Forgiveness Changes

A retroactive change to School Loan forgiveness, for every USA Citizen of American Higher Education that has paid more in taxes in a decade than their student loans are valued.

A GPA reward system. Only applicable upon Graduation. (Reward those who strive for better grades)
A's might receive 40%-60% Forgiven with a 75% reduction in Interest.
B's might receive 20%-40% Forgiven with a 50% reduction in Interest
C's might receive 10%-15% Forgiven with a 20% reduction in Interest

Furthermore; Associates might not receive as high a benefit as Bachelors and then a terminal degree.

Another Idea would be to pay-it-forward. In place of the full monthly repayment, people could donate a small percentage of their repayment to a deductible Edu. Account benefitting students who can't afford school.
