Add a search feature for "We the People" petitions. This should allow users of the site to search both for issues and for individual petitions so they can more easily check if anyone else has already created a petition that they feel strongly for. Other features, such as an archive of past petitions or a searchable archive of past responses to petitions, should also be added. If these features already exist, make them easier for users of the site to find.
