We petition President Obama's administration to encourage the state legislatures to call for a Second Constitutional Convention of the United States, with the purpose of amending the Constitution to add a 3rd legislative branch of Congress consisting of the direct popular vote by the citizens of the United States. Bills could then be introduced by any branch of a now tricameral Congress, and passed into law provided passage in two out of the three houses. This amendment would serve to break deadlocks between parties, counterbalance excessive power of lobbyists and reduce pork barrel politics. This amendment would also require independent research and legal teams be formed in support of the new Citizens' House.
