According to President Obama's math, Jonah Goldberg noted January 4 on National Review Online: "If I plan to build an orbital Death Star for $10 trillion and then think better of it, I’ve cut $10 trillion."
Using this math, in 2011 the President cut the budget $1 trillion. By planning to build the Death Star, and then planning not to, we can cut another $10 trillion.
After that, as Rep. Paul Ryan (R-Wis.) observed in July, 2011, using the President's budget math we could plan to "pass a bill to cover the moon with yogurt that will cost $5 trillion," and then "pass a bill the next day to cancel that bill," thereby cutting another $5 trillion.
