All military services have engineers, even the National Guard. Activate them and send them to the border to build a double layer wall of barbed wire with a road between each wall. Build patrol bases every X# miles to house military. Embed them with border patrol agents to patrol the border, they'll be force multipliers. At ports of entry build sally port type structures to inspect incoming vehicles and to contain runners. Also where bridges over rivers are, cut down vegetation and have a patrol base there with wire walls. Charge $1 per person to enter, $5 per car $25 per truck and $100 per rail car this will add up to pay for the wall and Mexico will be paying for it. Small countries in Europe can build walls like this, why can't we?
