Just like the famous Spartan Jon-117 has shown the key to having the strongest super soldiers is kidnapping children at a very young age to train and experiment on them. You don't have to worry about the parents because their child can be replaced by a "flash clone" which will get very sick and die soon after the cloning giving the parent closure.
