Move all police substations into the schools and for the smaller towns hire private armed security to protect them, cameras can be installed at key points in the schools and monitored by the people that answer 911 calls they would be able to give up to date information to the officers on site and responding to the call the location and description of the shooters. The officers and private security personnel of course need to go through special training just like SWAT officers do to ensure a proper and effect response to the threat.
