We, the people, call upon the Senate and the President of the United States to nominate a 9th justice for the Supreme Court. The constitution reads as follows: " and he shall nominate, and by and with the advice and consent of the Senate, shall appoint ambassadors, other public ministers and consuls, judges of the Supreme Court, and all other officers of the United States".
Thus, we find it incumbent upon the President to seek the advice of the Senate, for the Senate to provide such advice, and the President to nominate someone based upon that advice and receive consent.
Therefore we ask one of two things. Either, the president convenes with the Senate to seek advice, or the Senate takes upon themselves and sends their advice to the President so that this process may begin.
