If war is necessary in Syria, then the administration should make its case to the American people and to Congress. If action is immediately necessary, the President should call back Congress and ask for authorization to use military force. The President should call a joint session of Congress and give the case for why the United States should act in this case. Explain what our interest is in this case and our goals for any possible military action.
