Whereas the Constitution of the US vests the authority of the Congress to “declare War, grant Letters of Marque and Reprisal...” The actions of the Syrian Government, although reprehensible, do not pose a direct challenge to American national security and as such, these actions do not justify direct acts of war or a declaration of war. Direct acts of war often result in massive loss of innocent civilian lives.
We urge to president to seek from Congress a Letter of Marque authorizing private parties to strike a bank accounts, other assets, and IT infrastructure directly owned by the Syrian Government and senior officials and military commanders( and their families) of the Syrian Government . This action would greatly punish the Syrian Government without causing loss of human life.
