In off election years (ie 2013) hold a national referendum on congressional performance to determine if the one half of the incumbent House of Representatives required to seek re election the next year (ie 2014) may be allowed to do so.
If the vote is no by a majority of all voters nationwide, then current office holders may not run for election until the following election period (ie 2016).
Similarly in 2015 a vote shall be held on the other half of the House of Representatives to determine if they may run for re election in 2016..
