Seek legislation requiring all local police jurisdictions to report killings of civilians by police.

All police jurisdictions in the United States are currently required to report any civilian death due to actions of the police. Typically less than 20 percent of all jurisdictions due so as there is no penalty for not reporting those incidents. The Uniform Crime Reporting Act should be amended so that any police jurisdiction not reporting civilian deaths to the F.B.I. will have all Federal monies normally given to them withheld until the jurisdiction is in compliance with the law. Once monies are withheld for non-compliance they can not be retroactively given to such jurisdictions. Unitl such requirements are made mandatory with penalty if not complied with there will not no accurate reporting of how many civilians are shot and/or killed by poliice department across the United States.
