Senate and Congress will not be paid nor accrue vacation or retirement during government shutdown. Senate and Congress will not have a separate trust or funding for healthcare program/access, pension, and payroll apart from the American public they serve so that any legislation regarding healthcare, pension, payroll and/or programs enforced on the public will equally affect the healthcare programs, pension and payroll of Congress/Senate. Upon government shutdown, Congress/Senate will endure a 20% gross pay cut to their personal salaries when they return which will be ongoing for 5 years unless another shutdown occurs, at which time another 20% paycut will be applied to their salaries again. A 3rd government shutdown during a member's tenure will require immediate termination of services.
