(S.H.G.V. ACT) solution proposal; Amend HEPA law to create a national database of persons being treated for mental disorders or whom have been treated recently for disorders which lead to violence and include this search list in the background check for new gun purchase applications. Create a new Federal law which makes it required for those who have contact with people on this database who own guns to have "Bio-Metric gun locks" on any guns which they own and keep/bear within reach of persons identified on the database. A biometric gun lock attached semi-permanently to guns and designed with a GPS locator device notifying law enforcement when activated improperly. These biometric trigger locks would be conditional and optional.
