Obama and Lugar worked closely together in the Senate on the issue of reducing nuclear weapons around the world. They are good friends and they respect each other. In the spirit of bipartisanship and an easy approval in the Senate it would be a smart move. Lugar is an expert on foreign affairs and a moderate, reasonable Republican. Rice and Kerry are tainted. The politcally smart move is Lugar!
