Senators and Congressmen's salary be based on the annual average median income of their respected district/state

I move that all Senators and Congressmen salaries be based solely on the average median income of their respected districts or states. I also move that any candidate that owns a business forfeit all earnings to the U.S government. (with the exception of payroll, everyday expenses, etc.). All business expenses incurred while in office will be paid buy the state or district. There is to be a cap on what can be spent on dinners, conferences, etc. anything more will be paid by the person in office, not the people. For campaigning, all money donated will be investigated jointly by the U.S. government and the respected district or state. There will be a cap of $X in donations per entity/person (whoever is donating), with an overall cap of $X.
