Senators and Representatives pay and benefits should be established by and paid by the state they represent.

Senators and Representatives are not employees of the Federal Government. They were elected by their states and being an employee and a representative of their state, the state they represent should pay the costs and benefits approved by their state legislature. All other laws in regards to term limits and criteria to become a representative should be left to the state providing they meet the minimal requirements as set in the Constitution.
