The Constitution shall be amended:
1: No person shall be elected to the office of Senator or Representative in the House more than twice, and no person who has held the office of either, or acted as either, for more than two years of a term to which some other person was elected shall be elected to the office of Senator or House Representative more than once.
2: This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission to the states by the Congress
3: This limit shall be retro from the time of it's passing so that an election will be held immediately for any Senator or Representative who has exceeded the limits of this amendment.
