Send 3Billion$'s worth of surgical gloves and masks (per year) to West Africa for immediate/obligatory use against Ebola

Ebola spreads through physical contact. If you give a person 5 pairs of surgical gloves and 5 masks per day, it would cost roughly 5 dollars for three weeks (the time symptoms become visible). Let's say the region of West Africa consist of roughly 50 million people in the crisis zone, that price tag would come up to 3 Billion $ per year. If you oblige people from that region to get used to wearing gloves and masks (free), then you effectively stop Ebola in its tracks.

Also, whomever travels out of the high-risk zone is STRONGLY ENCOURAGED to wear the 5$-package of gloves and masks from the moment they board the plane/ship/train for a duration of no less than 3 weeks.

If nothing else, this will delay the spread of the epidemic dramatically.
