send Congress a bill limiting terms of nationally elected officials to four years to restore functional representation

Congress is totally dysfunctional and government waste is beyond measure. Our representatives regress to self preservation and self enrichment once elected and many are bought. Since the President is in his second term perhaps he can see the problems clearly and will act to serve the nation's citizens.
