We the people petition to have a new system in which rather than people addicted to drugs be sent to jail and never recover from their illness, but instead Drug Addicts will be sent to rehabilitation centers to become cleansed of their addictions. Rehab centers are better to help the addicts to get past their drug problems and to help them become clean and over all become better American citizens.
