West Virginia Governor Earl Ray Tomblin has declared a state of emergency after the chemical 4-methylcyclohexane spilled into the Elk River. There is now a "water ban" in nine West Virginia counties until the problem is solved. If the state had the means to acquire water from elsewhere in the meantime, that could lessen the impact that this will have until the state of emergency has been lifted.
