The most important thing right now is that peace is achieved. There should be no civilian casualties
Thus, the following Peace Plan should be proposed to the UN:
1. Ukraine should cease military action, or face sanctions.
2. The pro-russians should cease military action or also face sanctions.
3. A referendum should be voted upon by the people of the Donetsk & Luhansk regions as to their status of self-detertmination.
3a. This referendum shall be observed and ran by third party, with voters not under duress by either side.
3b. Both Ukraine & the Pro-Russian Ukrainians should respect the results.
4. If the referendum results in independence, relations not to be retributive
4a, The new entity should not join another entity for at least 10 years.
