I believe that scientists should not be the only people allowed to go to Antarctica for extended periods of time, an expedition should be put together to settle Antarctica. Starting with a cruise ship, and people who have agreed to live on it for a certain amount of time, while we build a new settlement or expand current settlements to accommodate their numbers.
Smaller ships should be used as ferries back and forth to transport any extra food or building materials that may be needed.
There should be a media base in Antarctica, as well as more of an effort to study more of the depths of the ice of Antarctica. March of the penguins is something that should have been done in the 70s or 80s, we should already be onto studying underground caverns of Antarctica publically.
