eBay currently owns PayPal, a separate entity which was established as a private payment service for items purchased primarily through eBay, but also through a variety of online vendors.
PayPal has since grown outside that limited mission, to a pseudo-bank status to help with the purchases and transfers in the real world, online, and globally. People can even load money to PayPal from cash or bank sources.
PayPal also allows unrestricted access to eBay to PayPal funds for a variety of eBay costs, including disputes, regardless of the law. Though marketing themselves as a processor, PayPal actually hides behind FDIC status as a "pass-through service" allowing eBay access to merchant funds unheralded in the payment processing community.
