Send russians back home and deny entrance to newcomers

In connection with russian government's hostile attitude towards other cultures, nationalities and Kremlin's policy of warmongering (with full support of up to 80% of the population and those abroad, as well) any country would be safer without russian residents (and possible agents) on its territory, since Mr Putin will eventually decide to come to protect them; in which they may even assist him. Once home and in isolation, many russians might reconsider their attitudes and try to explain their mistakes to the rest. It is people's duty to stop their fuhrer. This step can be effective in sobering them up and will make others more conscious in their support of RF.
