Neptune and Uranus are planets that are believed to contain vast amounts of water. Water is believed to be a critical element for life. Unfortunately, despite knowing that these two planets have water, we have no plans to visit them. In fact we never have really visited them. Our best pictures of them were taken 30 years ago during a brief flyby. We have better images of Pluto than we do of Neptune or Uranus. It takes 8 to 9 years for us to send something that far into the solar system. Let's stop waiting and give NASA $1 billion to do it.
