Separate all large cities into their own districts, just as Washington DC is. This will allow for economies outside of those cities to grow without having to give all their tax money to the large cities, and grow their own areas better. It will also stop large cities from making the decision in voting and representation of citizens throughout the rest of the state. The voices and income of those that are not in large cities, are silenced and businesses die because they must pay for the large cities. Let all the voices be heard and people be able to live without fear of income and taxation that is taken to support large population cities.
