Currently, facilities based service providers use the natural monopoly/duopoly/oligopoly on infrastructure that results from the high cost of infrastructure deployment to create leverage for a monopoly on services.
By prohibiting service providers from owning infrastructure in access networks and prohibiting infrastructure providers from owning service providers or selling services and requiring said providers to make infrastructure available on an equal set of terms to all competing service providers, we can have real competition for services to the end user and move the management of the natural oligopolies into a combination of business accountability (b2b transactions) and regulation (contracted SLAs and penalties administered by regulators).
