If we separate NYS into 2 individual state's we would be able to meet the needs of the state more clearly. UPSTATE, NY would be defined as "ABOVE ORANGE COUNTY, NY" because the cut off to live outside the city and work there for many positions is Orange County and below. Therefore, from Orange County, NY and below, including NYC, Staten Island, and Long Island would encompass the new downstate or just rename it all NYC.
Upstate, NY could become a completely different state with an entirely new governing plan, tax plan, rates, etc, that would encourage people to open new business and move here instead of moving out of the state. A newer, smaller government could be applied to the New State and albany can become like a Washington, DC but for the 2 NYs only.
