sequesture congrees and senate when deadlines approach

Seems every year, legislators stall decisions and budgets. Just as we have to pay taxes by 15 April every year, they should be sequestured until decisions are reached without ceilings being raised or extensions being made. If they have to work through Christmas, so be it...the military does every year.

Additionally, the pork belly needs to be removed from the annual budget due to the current deficit. The budget needs to be stripped of "all" non-essential items to allow the balancing of the budget.
