As an alternative to limitations of Constitutional freedoms and rights when addressing unnecessary deaths and public safety, stricter control of the PRIVILEGE of operating a motor vehicle should be approached. Tens of thousands of our citizens die on our roads each year due to completely avoidable circumstances. It is proposed here that the Federal Government withhold all federal funds designated for road construction, maintenance or repair from States which do not enact strict legislation to require drivers of motor vehicles to adhere to laws and regulations regarding safe operation.
As proposed, driving privileges would be suspended for variable periods, and incremental fines enforced, for ANY vehicular or property damage or personal injury in ANY 'accident' in which they are at fault.
