If there is a hole in a boat you don't sit around and scoop out the water while more water is coming in through the hole. Isolate the water from the dry places, patch the hole up, then work on eliminating all water and drying out your boat so that this doesn't happen again.

Why is the government risking hundreds of thousands of lives flying people home from these places just so that they can sleep in their own beds. It is getting out of hand and the government is not doing a good job hiding their defeat/weakness. Get your shit together and get this resolved. The longer you wait the more lives you are putting at risk.
