Set up an active agency that will eliminate websites that overtly slander demographics or may incite readers to violence

I understand that the 1st Amendment protects free speech and free thought, but what it does not protect is libel, and once your "free speech" devolves into lines such as "blacks...don’t need a religion to get their kill freak on" you should no longer have legal protection. And when you end an article "Isn't it time for YOU...to work to put a stop to these devious b***ards before they destroy America and the White race," an open call for whites to take violent "actions" against non-whites, it takes not only an offensive, but a dangerous turn. The site that drew my attention was one incogman.net, which has already had one site shut down. I believe that there should be an active campaign to removesites that aim to spread demographic libel and actively incite violence in their readers.
