Set the annual budget of the United States to a percentage of the previous year's GDP.

Out of control government spending has no basis in reality, and therefore no hope of every paying it back. Linking the Annual Budget of the USA government to a percentage of the previous year's GDP limits the size of government to something attainable, indeed already attained, while getting the government on the side of businesses. Government will have a vested interest in growing the economy and hopefully will adjust their regulatory and legal efforts to that end. Businesses can then grow, thereby growing the GDP.
Failure to make a balanced budget will result in pay and benefits reduction for every member of the Congress, Senate and the President in an effort to balance the budget.
