Set aside barracks on military bases for homeless veterans. They will have access to medical care, chow hall, and can perform odd jobs on base to earn their keep. They will be in an environment that is familiar and structured. Camp Pendleton used to have a separate area at San Onofre Gate, used by 1st Recon Battalion, that can easily be kept separated and monitored for a test run.
