Set aside federal funds for private market innovation to create a communication network that connects every individual

We need a nationailzed cellular communication network where every person in America is connected at all times to access to emergency information, whether it be the need to request help or to receive vital national or local emergency information in real-time. Sound travels both by airwaves and through bone conduction. A tiny transmitter/receiver (TR) imbedded in the bone behind the ear/under the skin will make the network always accessible. The TRs will permanently use our own nervous system for power and be linked to a nationalized cellular network (possibly using existing cellular networks). This would afford every American with the ability to contact emergency personnel at any moment, be contacted by government agencies in case of emergencies, and can be located via GPS in emergency.
