Set aside a government building to serve as a government in exile for Scottish secessionists.

In response to Scotland rejecting independence on the 18th, I feel that the secessionists should have something to gain. Like what the British did with the Dutch in world war 2, I feel that a Scottish government in exile should exist in the United States for the sake of the pro independence Scots.
