The President should require that all national forests with an area greater than 100 sq. mi. and dimensions greater than 5 mi. by 5 mi. set aside at least 1 contiguous square mile for clothing optional recreation. Said area ought to be accessible to the public, but no special effort should be made to further increase access. A special access fee ought to be charged for these areas in order to finance any increase cost of maintenance or patrolling.
