Considering the massive public, educational, economic, and strategic benefits derived from the miniscule budget of NASA it is time that they be spared from further cuts!
NASA has created many of the things we use on a daily basis and inspired countless children to pursue high-tech careers which, despite a poorly ranked education system, have helped to maintain U.S. dominance in technology and innovation.
By Executive Order, or any other means, the budget for NASA should be set to a fixed percentage of the overall military budget. Given the close collaboration of NASA and the CIA and military over the years this makes perfect sense politically, and ensures cuts to NASA will require bipartisan support as they would require military budget cuts to take place.
