Set fallback measures in place to supply Electrical and Phone services indefinitely in the event of a national emergency

The Electric and Cell Phone companies are extremely uptight about receiving payment for their services. While my friend and I were musing about the ever popular "imminent zombie apocalypse", we realized that in the event of a national emergency, both of these (absolutely necessary) services would shut off. I am proposing that every Electric and Cell Phone company should have an emergency fallback plan in place to provide free Electricity and Cell Phone service nationwide. (Or statewide, or citywide, depending on severity of the situation.) This would ensure communication and peace of mind for millions of Americans in case of a natural disaster or even invasion.
