Set forth legislation that would allow citizens the right to be able to videotape police officers freely.

In the state of the Maryland the police department prosecutes individuals who have videotaped police offers on duty. In March of 2011 Anthony Graber received a speeding ticket while riding his motorcycle. Anthony was wearing a helmet mounted camera and decided to put the video online. The police department is not prosecuting him for a felony charge of wiretapping and Anthony can face up 16 years in prison. The police department shouldn't be allowed to prosecute people for "wiretapping". The police exploit a loophole in the law designed to protect you and me from individuals who may have more malicious intent, not the police department to be able to stop people from peacefully recording them while on duty. This exploitation of the law is borderline unconstitutional and needs to be stopped.
