Set forth mandatory requirements for any state that wishes to secede from the union. Specifically;

Providing a state or commonwealth is allowed to secede from the union, then that state must pay it's fair share of the national debt. That state must also give up any claim on federal funding for disasters, roads, medicaid funding or any other federal funding. The people of that state must fully renounce their U.S. citizenship, forfeiting any right to Social Security, Medicare or any other federal programs. The state and people of that state must assume "Foreign Country Status". The people of that state must provide a passport to enter the USA from their borders. The people of that state must receive special permission from the US Government for a "work visa" if working in the US, and must also pay US taxes for monies earned in the US.
