Set higher restrictions for an individual, who is trying to recieve welfare in the U.S.

I feel as though in the U.S, citizens have it way to easy to recieve welfare. Some people take advantage of the opportunity that they are being given as for the ones who may need it more than others and try harder than those who dont even try to find a job, they cant even be accepted into the welfare program. People who say they are applying in order to meet their children's needs, instead they end up using it on themselves to buy controlled substances. In order to change this government should issue background checks, drug test, and even applicants should fill out several up-to-date applications. Also, some homes of applicants should be checked to false information that they fill out on applications because some people have expensive purchases and how is that possible if they'reon welfare
