set up manpower officers to reorganize each and every United States city so that they liquidate manpower and tax waist.

i see mosquito inspectors and other waistful tax dollars spent threwout our city goverment. jobs are important, but useful and needed jobs not waistful ones. this will trim or tighten our belts as so many feel its needed.
