Set a One Billion Dollar Annual Limit (1BL) On Foreign Aid

There are enough nonprofit agencies that contribute foreign aid each year. Implementing a one billion dollar annual limit on foreign aid will force the country to prioritize our funds on issues that will produce a high rate of return, not frivolous agreements such as giving a country a billion dollars to ensure fair voting. If we cannot have a guaranteed outcome from using our funds, then we should not be investing in other countries. Let us spend more of our money on Americans. Taxpayers should pay for American programs, not mandatory subsidization of foreign countries. Foreign aid should be voluntary, not mandatory.
