To set procedures for petition to leave Union. Any petition should be required 2/3 of voters and be placed on ballot.

Any request from the Federal Government that affects all members of a State, be required by law to obtain 2/3 of the registered voters signatures, and then be brought to a vote prior to it's submission. i.e. session from the union.
