The purpose of this petition would be to allow public access to a maintained list of people who have been convicted of animal neglect, abuse or cruelty. This would be useful to the public in allowing them a forum in which to notify authorities of such situations, for both public health and safety as well as humane treatment of animals. This group would be given funding and the authority to empower a federally regulated ASPCA martial branch, giving current officers more support in regulating known offenders in both commercial and private industries this commission would be able to let Stores,Distributors and Buyers be aware of businesses which have offended or have been convicted of these practices. Cruelty and abuse in animal farming practices for instance can lead to E-Coli breakouts.
