Assign everyone a random class identifier that changes once a year. Each year everyone gets a sticker they have to wear on their foreheads, and the government bribes tabloids to make up crazy stories about what the stickers mean. Pretty soon everyone will be insulting each other about what stickers are on their foreheads. And as the stickers change from year to year, people will get to trade places with the insults.
