The motivation of all congressional members should be the best interest of the population they SERVE. To promote this motivation their compensation needs to be based on a scale that is reflective of their performance. If they allow good paying jobs to go overseas; their pay goes with them. If they truly work to promote the prosperity of the majority of citizens then incomes will rise. It needs to be illegal for the employee to raise their own income. That is the employers job. We The People hired them. It should be us who decided if they have earned it.
